I would put it as "they see <i>events</i> and make a record of the time of each event".<br />I particularly think we should say only this insofar as we can look more closely at the signal out of whatever device we're using, every picosecond or however often is needed to characterize the rise of the signal. I'd rather not say that each event is caused by collapse of a wave function, with one particle for each event, because it seems that so much more than that is clearly happening when we look more closely.<br /><br />At the same time, I agree that "Any theory not explaining collapse is not doing the job", because it's high time we had more of an explanation of the relationship of the mathematics with the records we make of the signals out of experimental apparatus.
